    Position rack in centre of oven, then preheat to 375°F.

    Combine flour, oats and baking powder in a large bowl and mix well. With a pastry blender or two knives, cut in butter until mixture resembles coarse crumbs. Stir in chocolate chips.

    Whisk together peanut butter, honey, milk, egg, and vanilla in a medium bowl until evenly combined. Add to oat mixture and stir until just combined.

    Drop dough by 2-tablespoonful portions onto baking sheets, 2 inches apart.

    Bake until golden brown, 12 to 14 minutes. Remove to a wire rack and let cool 5 minutes. Serve warm or at room temperature.
