    Heat a large non-stick frying pan over medium-high. Add 1 tbsp oil and shrimp. Cook until shrimp turns pink, about 1 to 2 minutes per side. Stir in garlic. Cook until fragrant, about 30 seconds. Transfer shrimp to a plate.

    Add water, milk, risotto mix and remaining 2 tbsp oil to pan. Bring to a boil, then reduce heat to medium. Cook, stirring occasionally, for 7 minutes. Add kale blend. Cook until kale is wilted and rice is tender, about 3 more minutes. Stir in shrimp and tomatoes.
