Position rack in centre of oven, then preheat to 425°F.
Heat a large non-stick frying pan over medium. Add bacon. Cook, flipping halfway, until bacon is cooked but not too crisp. Transfer to a paper towel-lined plate.
Increase heat to medium-high. Add scallops to pan, in batches if necessary. Cook until deep golden, about 1 minute per side. Transfer to a cutting board and let cool slightly.
Cut scallops in half. Cut bacon crosswise into thirds. Arrange scallops in a shallow 2-L baking dish, cut-side-down. Lay one piece bacon on top of each scallop and secure with toothpicks. Set aside.
Whisk water and gravy mix in same pan set over medium-high. Cook, stirring constantly, 1 minute. Stir in maple syrup. Boil until slightly thickened, about 1 more minute. Pour sauce over scallops.
Bake until sauce is bubbling, about 10 minutes.
