    Combine quinoa and water in a medium saucepan. Bring to a boil over medium-high, then reduce heat to low. Simmer, uncovered, until almost all water is absorbed, about 10 minutes.

    Remove from heat and stir in broccoli. Let stand, covered, 5 minutes.

    Meanwhile, combine mayonnaise, parsley, lemon juice, red onion and black pepper in large bowl. Stir in tomatoes and quinoa mixture. Serve room temperature or chilled.
